With the right bullet for the twist, I would think anything would shoot OK at 100 yards. I think a lot depends on What the Definition of Good Is?
 
Wouldn’t the accuracy at 100 depend more on the quality of the barrel and load than the twist?

I have a 10 twist that will shoot bug holes at 100 with the right load. I don’t think it’s because of the twist.
 
I am no expert in this area, but heavier bullets tend to need a faster twist to stabilize them and they may not be stable until well beyond 100 yards. Lighter bullets need a slow twist as to not spin apart, but stabilize quicker, though may fall off at longer yardages, so in my limited knowledge opinion, yes the quality of the barrel will make a difference as well the correct paring of the projectiles and loads, but the twist and bullet weights will also have an impact on accuracy AT A GIVEN YARDAGE.

When I started shooting bench rest, my thoughts were, if my rifle was holding GREAT groups at 1,000 yards then they must be SUPER groups at 100 yards and then found out that my logic was flawed. Those heavy projectiles seem to spiral all around until they stabilize, and the groups at 100 yards, though better than the actual group at 1,000 are not proportional and the set up that shots single holes at 100 falls to pieces beyond 300.

For shooting 600-1000 yards the 6mm I shot has a 1:8 twist and I shoot 105 and 107 projectiles, while my 6mm 100-300 yard rifle has a 1:13.5 twist barrel (same manufacturer) and I shoot 64-65 grainers.
