Yes it can, but it limits case capacity cause it does not allow you to seat the bullets long. The Remington custom shop makes almost all their guns on short actions but you cant get a loaded round out of the chamber with out removing the bolt to do it. If you are going to use a short barrel (less than 30 inches) it doesn't matter much cause you wont be getting much speed anyway. I guess it all comes down to how much performance you are looking for. If you don't need max speed maybe a 260AI would be better on a short action but a 6.5-284 can be done.
 
I had a 7mm mag that was short action. That was only thing wrong with it was unless the round was fired I had to take the bolt out. Is that the only problem

Yea it can be done, has been done, and will be done,. But is it worth it?

If your action is a Remington or clone, it is possible to have it milled for a Wyatt's extended magazine, if it already isn't.. You gain a whole .199. If you don't want to go that route, consider using the 6.5×284 Winchester over the 6.5×284 Norma. The way I understand it, the Winchester has a shorter throat than the Norma. I would also think of using lighter bullets (shorter) to keep from upsetting the "bullet taking up powder space" crowd.

If you want it bad enough, ain't no one gonna be able to stop ya, but you. Have fun wit it.
