6.5x284 to straight .284 Win

I'm about to start building a .284 Win. A friend gave me a really good deal on 200 unfired 6.5x284 Lapua brass. How do you go about necking the new brass up?

I believe you lube the outside of the case and the inside of the neck to size up. Someone will chime in and correct me if I'm wrong.

I'm going to order a Sinclair expander mandrel and turning mandrel. Can I do the job with the expander mandrel? I know I wil turn it after expanding.
