338 ARC for hunting subsonic. Diffrence between SBR & handgun?

Guessing a fair number of state laws may be like mine. Our regulations require ammo producing 1000 foot pounds from the muzzle when using a shoulder held firearm. On the other hand if the firearms a hand gun then 500 hundred foot pounds is sufficient to satisfy state big game regulations.

Thus my question here. What is the difference between a SBR & a hand gun & is there any gray area to speak of, related to big game hunting around the USA, state to state? In this case the foot pound requirements apply to Antelope & Deer.

338 ARC subsonic 307 grain load is producing 750ish foot pounds at the muzzle.
 
Received reply from a state conservation officer that pretty much eliminates any interest I may have in any subsonic round. In no way are shoulder held firearms falling under the hand gun requirement of 500 foot pounds of energy at the muzzle.

The issue of energy boils-down to how you intend to use the firearm. If, you are putting a brace on this firearm and shooting it from the shoulder, it would need to produce 1,000 ft lbs of energy. "
 
Game laws are overly complicated for no reason. We had foot pound requirements for a long time which made the 10mm legal for big game. They have since changed the law by taking the minimum energy requirement away and replacing it with a minimum over all length.

So now 10mm is illegal for big game but you can definitely hunt elk with a 38 special.
