Will I be able to get 3000 fps out of my 30" long Broughton, 5C, 1 in 13" twist barrel, shooting 155 gr Scenars ? I have Varget, RL 15, and VV N540. I will also be using the Lapua "Palma" brass with CCI 450 primers.

Yes. I get 2990 from a 26" barrel with 155.5 FULLBORE Bergers and 8208 XBR. Some of the guys with 32" barrels are seeing upwards of 3150. [br]
I use Palma brass with heavy bullets in another .308 and see ~40 fps drop but it can be made up in charge weight.

I would use Varget, its not temperture sensitive. Load and go shoot.

You should be able to get 3000 FPS if you use WW brass and seat long and use all the capacity that the case offers; however, whether or not you can get into an accuracy node there is another question.

I'm using Varget and getting better than 2900 from a 24" barrel so you should have no issues obtaining your goal.
