What size bushing do I need to use in a 7mm rsaum die to neck down to 6.5rsaum.

That sounds like a tight neck 6 mm bushing. My 6mm bushings are .266 and .268 for a no turn .274 neck (chamber)

He doesn't want to make a 6mm, he wants to make a 6.5mm, which is a 0.264" bullet, and a 0.292"/0.294" neck.

Don't try .289 or even .291. It will for sure squeeze it down to .287 or smaller. I would try .293 first.
