26 Nos brass to 28 Nos

Is there a better order to convert once fired 26 Nos brass to 28. I will anneal first.
I was thinking of expanding the necks first and then FL sizing. Only bumping shoulder back a few thou.
Any experience appreciated.
 
Is this virgin brass, I don't know why you would need to bump the shoulders back?

I would neck up with a full length die to push the donut to the outside and then neck turn to get rid of the thick old shoulder that became 28 cal neck.

A few years ago I formed 26 N to 27 Nosler. Royal PITA! Of course Nosler announced that they were going to introduce 27 N brass right after I got all my brass formed!
 
No prob just run er in the die or expand if you got an expander. The necks will thin out, bump em to fit your chamber and after the first fire youll never know
 
You may get donuts. I do necking 28 up to 30 but regular skim turning of the necks keeps them at bay.
