I have a 22-250 Krieger that was built in the 80's and don't have the chamber print. I don't know the neck dia. and would like to order a bushing for a Redding FL die. Necks on the brass is .013 so my loaded rounds are .249 The once shot brass is .254. This is new Win. brass and hasn't been turned.
What's up with .005 difference?

From what I can determine, I'd guess that your rifle has a neck diameter of .255 or .2555" to allow for a bit of spring back. A little big perhaps, but nothing obscenely large. For bushing(s), try a .246 and a .247" for .002-.003" neck tension, and see which one gives smaller groups.

My experience with Win brass is the older stuff was pretty good but the new stuff is not very consistent, culling ~10% of the cases. If you are looking for it to shoot really good you may want to start with different brass and get a thicker neck. It might save you some headaches down the road.

I think brass with thicker neck would be what I'd want. I can turn it if it's too thick. Which one?

This is something you're going to have to determine by trial and error. If you can find a really well stocked gun shop, one that has many different brands of ammo, see if they will allow you to measure the neck diameter of the loaded rounds. You can loosely use this as a guide to what brand of brass you may want to purchase. Most brands have a neck thickness of between .012-.015" thick. I tried to form 22-250s from mil-surp 7.62/308 brass for the very reason you mentioned, without the proper forming die set, my case loss ratio was close to 100%. RCBS used to make these dies, but have since been discontinued, other manufacturers may have them, but they are beaucoup expensive.

I checked some new Sig brass 0.248 od right out of the bag. 0.250 loaded. So must be 0.013 wall. I have shot this brand of brass through 2 Lilja barrels with minimum saami custom chambers and a factory Rem varmint and a TC predator has shot well in all, really like the brass. Out of the Lilja barrels fired brass is 0.2550 so you should be good.
