When I seat bullets closer to the lands than .020 I get pressure problems like flattened primers and case seperation regardless of load. Should I be using a powder of a different burn rate to accomodate the seating depths without loosing velocity.Last loads were IMR4895,Win Large Rifle primers,63gr varminters with 34.5 to 36.5 set .020 off lands and I flattened all of the primers. When I seated closer I started to seperate the heads. Any thoughts would be good.

First we would have a good smith check out your headspace. Sounds like something may be odd with that chamber.
Second it seems like you're way over-pressure. You don't state what brass brand you're shooting but the charge seems high. Yes, back off the charge and move out of the lands some.
When you say "case separation" do you mean that the casehead is actually splitting off? This is an extemely dangerous condition. I would suggest "stop, do not pass go" and get that rifle to a smith for an inspection.

My 5th edition Nosler manual lists 33 grains of IMR4895 as a MAX load for a 60 gr bullet in a 22-250, so it sould like you've got a pretty hot load there. 29.0 gr is their starting load BTW.
IMR4895 is also the fastest powder they list for their 60 gr bullet. Varget or IMR4046 might be a better choice. After trying Varget,4046 and H380, I found 4046 worked the best for my rifle. H380 was scary accurate in the spring, but the wheels fell off when it got hot.
