20VT rifle choice

what would be the most accurate a coopers model 21 or a 20VT based on a sako vixen action and a pac nor tube.
 
That will depend on the individual rifle. I have had several Coopers. They all shot very good. I have a Savage 20VT with a pacnor barrel. Really shoots good. I have on order a Pacnor 257 ackley that should be here today. Was shipped last Friday. I would say to Sako pacnor would shoot the best.
