20br help

I just received my 20br and am working on brass prep. The brass chambers a little on the tight side. I believe it is due to the fact that the bushings will not size all the way to the neck shoulder junction. Is it safe to shoot like this? I size with 22br seater first then 22br f/l with all guts removed then .235 bushing then .231 bushing trim to 1.540,may back down to 1.535).

If the part of the neck that seats the bullet has clearance so that the bullet releases, you are fine,ie don't seat your bullets deep into that area). The unsized part the neck will fireform nicely, some folks like for this area to be tight on first firing to protect the brass from head space issues. Good luck, you will enjoy that 20BR!
