should i try 23.9,24.0 at .005 from lands?
 
Why not? Wind flags in use? Assessment of your doping skills? (I'm a rank noob in that area.)
Maybe increase neck tension a half or full thousandth.
Just WAGs on my part. There are probably a double handful of good suggestions coming from more experienced group readers.
 
Start at the last target. Work seatind depth in .002 increments. .005 is to much.

IMHO, leave the seating depth at .005 and drop/add a tenth in powder load and compare the results. That's what I'd do as you are there now for that rifle.

Before you reject the article that this link points to, you might consider that I called a tech. at Berger and asked him if the method works with bullets that are not VLD. He said that it does.

The other things that I would mention are that what what you think is a no wind condition will generally change when you put a few flags out.

Last, you said that your shoulder was not in contact with the butt. What stock? What bag setup? What trigger weight? I find that there is a general perception that the less you touch a rifle, the better it will shoot. I disagree. If you let a rifle recoil before it touches your shoulder, and the rifle does not break free of the bags exactly the same for each shot, that alone will open groups.

Not a WAG here, just an observation:as you approached the lands your accuracy improved, and the elevation change was due to pressure rising from being that close to the lands. Just something to consider before adding more powder.
 
yes i am aware of that,primers sill looked good,no pressure signs so far,ill keep my on it
