For turning necks its sure hard to beat a pma turner but for what youre doing there i think the hornady neck turning tool will fit your bill. When you neck down thats a lot of brass going into a smaller area, and that amplifies thickness irregularities. And that cold working hardens it so id anneal before and after. Any kit you get that fits your budget will be fine. Its all about the speed but you gotta pay for that.
