I made a 8" drop tube to get this in. Are .003 increments too coarse for seating depth?

RL16 is one of my favorite powders for cartridges like the 6 Creedmoor and has performed very weak in the 6.5-47L. I have found it does take up more space even in those larger cases and, as Gabe states, you will not be able to get enough in the BR case to be effective.
For my 6.5-47 loads I used a 6" drop tube and 123SMK bullets. Even with a minimal seating depth I cannot reach maximum potential velocities with RL16.
