'03 or '03A3? Two groove or four groove? I've shot a two groove '03A3 with good results with 168 SMK and IMR4895 and Varget.
 
I have an 03A3, 2 groove with a "C" stock. It will shoot well with anything from 150's to 180 gr. bullets. On the CMP forum, several shooters are also loading 125 gr. bullets with acceptable accuracy out to 200 yds in CMP G/S/V matches. I use Win 748 and AA2520 powders, though 4895 and Varget are good suggestions, IMHO.

I had a model 70 featherweight that I thought shot real good.I tested my remington 03a3 against it using the same load and the 03A3 outshot it bad and was way more consistent as it had the 2 groove barrel which outshoots my 4 groove's on any given day.
 
I did some checking on my loads, I was loading 47.0grns IMR4064 behind the 168 SMK and was holding MOA with the 03A3 two groove.
 
Hi there,remington or LC brass, 150gr.sierra HPBT,50gr. Accurate XMR4064, WLR primer,not hot in my 6 groove SC 03-A3 or my 03's,I believe it is 2 grains under book max so work up. Could shoot under a quarter at 100 yards off the bench when I could actually see the bull through iron sights. Good shooting. Jim
