I had two boxes of Win 17 HMR that had the worst change in elevation up to 1.5" up and down. Any one else having this issue?
 
A few years ago I was trying various brands of 17 HMR ammo and I was getting similar vertical spreads with Winchester ammo. Tried it out of two rifles with similar results.

I heard some people rave about the accuracy with Winchester 17HMO ammo though so it might be the luck of the draw or the lot you buy. I've yet to try it again as a result of my first experience.

At that time I was getting my best accuracy with Federal which I had about a thousand rounds. After it was gone and I bought more Federal, it wasn't any more accurate than the Hornady that was second best in the original testing. Pretty sure that was the result of using a different lot.
 
What weight bullet. I have one gun that loves the 20 grain bullet but my other one will not group them very well.
 
Some of the 17hmr brands are made in the same factory but I've found the CCIs & Hornadys to be the most consistent.
 
I found the winchester 17HMR to be the worst out of both of my rifles. Savage TR and BTV. +1 for Hornady and CCI - TNT's
