17 Remington neck size

Hello I'm looking at setting a chamber back on a 17 Remington. Was going to rent a reamer, the one im looking at says it has neck diameter of .196" the print I looked at shows it supposed to be .199" so my question is will brass have to be neck turned if I use this reamer?
 
.199 is the neck diameter spec'd for factory chambers. Most 700's will be around .201-.202. The .196 reamer is what I used with Remington brass which measured .194 with a bullet seated. Before ordering a reamer, seat a bullet in the brass you're going to use and accurately measure the neck with a quality micrometer that will read to the .0001's (tenths)...not a dial caliper.

If you're renting a reamer, make sure what the free bore length is. For the commonly used 25 and 30 gr. bullets, a zero free bore reamer works well. I'd avoid a reamer with over .020 of free bore.

If who you're renting the reamer from can't tell you what the free bore length and diameter is, go else where. You really need a reamer with a removable pilot for these 17's...make sure it has that and it comes with an assortment of pilot sizes.
