Is there a good affordable scope for 17 HMR and 22Lr for a 100 yards paper punching? Maybe around the $200 mark. Not looking to adjust the scope a lot, more like sight it in and forget about it.

For your purposes I would take a close look at this Mueller. I have a couple of their 8-32s and they are pretty good for the money.
