For BR competition, Bart Sauter recommends 1:13 to 1:14 to shoot his very successful Ultras. At the Super Shoot and World Champs a number of the top guys were "splitting the difference" and running a 1:13.5 or 1:13.7.
Keep in mind that these guys are running very stout, fast charges. If this is a varminter, I'd probably build it in a 1:12, just to give a little more flexibility.
