Proposed Colorado Law Restricting Barrel Sales

This proposed state legislation would require barrel sales to go through FFLs in Colorado:

BILL SUMMARY:
The bill requires a firearm barrel to be sold or transferred in person by a federally licensed firearm dealer. A person who is not a federally licensed firearm dealer shall not possess a firearm barrel with the intent to sell or transfer, or with the intent to offer to sell or transfer, the firearm barrel. Unlawful sale of a firearm barrel and unlawful possession with intent to sell a firearm barrel are each an unclassified misdemeanor.

A person must be 18 years old or older and legally allowed to purchase a firearm under state and federal law to purchase a firearm barrel, subject to certain exceptions.

The bill requires a federally licensed firearm dealer to record a sale or transfer of a firearm barrel for at least 5 years.

The bill requires the Colorado bureau of investigation to create a form for federally licensed firearm dealers to record a sale or transfer of a firearm barrel.

This isn’t about wasting taxpayer money. That’s just a byproduct.

Our legislative session just started and they’ve already introduced several anti gun bills. I predict the worst is yet to come.

There are lots of shooters in this state that really have no idea what laws have been passed over the last couple of years and that fact alone is part of the problem. I did transfers for a couple of guys six months after the waiting period law went into effect that had no idea they couldn’t just walk out with their guns after the instant check through our state agency.

This from a friend....

I'm thinking the goal is to require micro-stamping on the chamber in the future so empty brass can be identified.

Replacement barrels might not have the micro-stamp etched in the chamber.
The bill makes no distinction between hand guns, rifles or shotguns.

This bill would go into effect July 1, 2026 (THIS YEAR), if passed and signed.
Anybody expect Polis to veto this bill? Not a chance!

I see gun shops in Wyoming to do booming business in new barrels!!

(.......and thanks, moderator, for fixing up the opening post.....appreciate the help!)

It's a blank until it's turned into a barrel.

Danny
Even in the UK it's just a tube until it's chambered, which makes sense as you can't do much with it until then.

This whole issue is creeping bureaucracy, it's self sustaining and feeds off itself. Always a new broom wanting to show they've done something, another bullet point on the CV. There should be a hard limit on government, in size and percentage of GDP they can access, to keep it from becoming too large.

The short term goal is to make being a firearms owner as difficult as possible and also to record details about as many people as possible.
The mid term goal is for only the state to have arms and the long term goal is to put you on a cattle car.

From the text in the proposed bill:
"
(a) "FIREARM BARREL" MEANS THE TUBE THROUGH WHICH A PROJECTILE OR SHOT CHARGE IS FIRED. A FIREARM BARREL INCLUDES ANY FORGING, CASTING, PRINTING, EXTRUSION, MACHINED BODY, OR SIMILAR ARTICLE THAT HAS REACHED A STAGE IN MANUFACTURE WHERE IT MAY READILY BE COMPLETED, ASSEMBLED, OR CONVERTED TO BE USED AS A FIREARM BARREL, OR THAT IS MARKETED OR SOLD TO THE PUBLIC TO BECOME OR BE USED AS A FIREARM BARREL ONCE COMPLETED, ASSEMBLED, OR CONVERTED. A FIREARM BARREL MAY HAVE A RIFLED OR SMOOTH BORE.
"

I read that as including barrel blanks under the "marketed or sold to the public to become or be used as a firearm barrel once completed"

So who do I call/write/email about this, as a resident of Colorado?

Wow...

Im so sick of politics. That wilderness home in bfe Alaska with a boat, hunting and fishing for food, garden, canning... sounds better and better everyday. Im so sick of society.
They're counting on this. If you check out, its so much easier to kill you by a thousand cuts. They want you feeling crazed, overwhelmed and defeated. Its maddening but if we hope to have a future, seizing back power, starting at the local level, is the only peaceful option.
You may no be interested in politics, but politics is sure interested in you.
