I'm recalling a gizmo by Darrell Holland, I think, that used a barrel mounted attachment ahead of the action and basically "floated" the entire action.

Figured it was custom as i never seen this type of inletting with extra slot. almost looks to hold spare clip or something.

It looks like an HS Precision adjustable M24 stock that has been modified at the forearm.
When i actually seen it at first that was my first thought also. But even the size of action screw holes are smaller than the 700 action screws. the space between screws is correct for the 700 sa. the hinged floorplate from 700 sa will sit right in snug but lug location is all wrong

If I recall correctly, the Holland modification I mentioned didn't even use action screws. It completely floated the action.

I got this just gonna use on a 700 build until permanent stock came in. All i had was a few pics and action screw measurements to go on when purchased. I thought it was an old M24 stock modified with extra slot. But not sure now what action it was for.

Thats what i thought also but 700 short action will not sit in stock. Too narrow and action wont sit all way down. Also lug is set back too far. And does not look to been bedded or filled in where action sits. Even back near rear action screw is weird cutout?
To be able to free float the action, The inlet will not accept an action, Otherwise it would have way to large of gaps, That's why a Remington 700 won't fit in it the way the stock has been made.

This is nothing new, The TKIV-85 Sniper rifle made by the Finns used this concept in the 80's. I have converted one of the stocks to go back to using the action screws is the reason I know how it works.

This is the way they accomplished their system. The action just hangs with absolutely nothing touching it. Like Aaron said, Anything is possible with filler (Bedding Compound and Pillars) In my case. The pic of the barrel block is from the inter-screens.

Here is a rifle I built in .30-x54R Improved Utilizing their Excellent stock that is very similar to the "Tikka Master Sporter" Stock which is an excellent ergonomic design that is extremely comfortable to get behind.
Very Bottom Photos.

Edit to add these photos showing the differences between the rifle using the barrel block and a M-28/76 Mosin rifle using action screws.
