Is time the long pole in the tent here? Will your friend have sufficient time to load ammunition, ignoring the load development commitment? If the answer to that is 'Yes', I'd be willing to bet that his rifle will produce results at least equal to the best low-cost factory/reman ammo he'll find and have time to test. For example, just loading 25 gr. of H335 behind a 50 gr. V-Max and a CCI 450 is almost certain to work well. I have yet to find a decent .223 rifle that wouldn't shoot this load under and inch. Same powder charge behind a 50 gr. Hornady SPSX is another sure winner, and this bullet is a grenade on prairie dogs and the like.
