There are auxiliary generators that run the rest of the ship. To my knowledge, there are always two sets, one is the primary, the other is the standby in case there is a failure with the primary. If the analysis of the video is correct, the primary power generator failed, the standby kicked in, and then for some reason it failed as well.
The steering system is powered by hydraulics. Electric motors run the hydraulic pumps that run the steering. If you loose electricity, no steering.

It’s difficult to say about the main propulsion engine. Keep in mind, if the prop is not producing thrust, the rudder really does not work very well, as it works by deflecting water flow from the prop.I know nothing about ships.

I'd not be surprised if it's standard practice to run a test on them all before leaving a port. Quite possible that was enough to burn most of the fuel in the system and then it wouldn't take much to get contaminated fuel.
I don't know if the fuel was bad obviously, but I can see how it could be possible.
