Barrel change

Changed barrel on my 6ppc, replaced it with same barrel make, twist etc. The same smith did both barrels with same reamer. New barrels poi is 2 in. low and to right. Is this normal?

Barrels themselves aren't straight and the bore inside the crooked barrel wanders around some
so two inches at 100 yards is just a few thousandths different exit angle from the prior barrel
something like less than one tenth of one degree angle difference

Very common for BR barrels to impact within couple inches, if they are chambered dialing in each end to zero, and not clocking a barrel based on an indicating rod in the first few inches of the breach end.

Preece Precision has done my barrels for a few years now. Every POI has always been with 3 inches.
