Rifle actions Which one?

Having owned all 3 and still own 2 of them you won’t go wrong with any of them. I’d go impact, defiance, surgeon in that order though with impact and defiance being a few steps ahead of the surgeon. Any of the top brands though are great. I went lone peak on the last coyote build and love it!
 
As mentioned get a TL3. You can easily change the bolt face so a bunch of calibers are available to you.

Of your three mentioned, Defiance pricing is nuts, Surgeon won't take shouldered prefits so Impact is the answer.
 
That looks nice, plus the price won't break the bank. Do you have one?
I have 3 of my own and have fit up others. I’d be happy to chamber more for anybody that wants one. They are not a drop in replacement for a 700. The stock may need a little removed for the trigger hanger and the recoil lug is thicker and may require some material remove in front. With the recoil lug, the shoulder is further ahead, I’ve turned one ahead to fit an used barrel from a tac 30 (standard 700) to the evo. It shoots good and is a way better action.
The current retail price is $750 for a Short Action.

VERY sad the TL3 wasn’t on your list. There’s simply nothing than can compete for a hunting or tactical action. But, from your options, impact NBK.

TL3 is certainly an option .
 
If you are trying to save some money then look at the Bighorn Origin for $900. You get the ability for shouldered prefit barrels and easily changing bolt faces like the TL3 but it has a pinned recoil lug instead of an integral.
What is inferior about a pinned recoil lug? Is it could shift?

That’s a TL3 I picked up a couple of weeks ago, and about an hour worth of load development. I scratched that whole load (both nodes) and I’m starting over. That’s how well a TL3 can be made to shoot. Teen groups just aren’t good enough to satisfy me. I need to see some zeroes, but it’s not even broke in. Bart’s 80s are next up.
 
I've done hundreds of shouldered prefits for Surgeons. YMMV

Must be a newer version as they never accepted them and the one I had didn't either. Once a smith had it in hand and got the measurements then I could order shouldered barrels but they were for my rifle only. Not for every Surgeon. Did they change it over the years?
