Ruger 10/22 bolt sticking

Sometimes when I pull back on charging assembly to load a round into chamber of a 10/22 it goes back about 1/2 way and stops. Will not go back far enough to load chamber. I take stock off and work with it and it finally releases all the way back. Only does this once in a while- any ideas to why and way to prevent this?

Clean it really good! Tighten action screw but not to much. Carry on.

I would break the rifle down completely, removing the bolt, etc., and clean well, scrub the interior of the action with a scotch brite pad and clean again, lube all the internals and re-assemble.
 
I just went through this with a 1022 I'm redoing. Inside the receiver on the top there were some burrs around the screw holes for the scope base mounting.
