Benchrest - as it used to be

I have been loaned a magazine, well I assume it would've been a magazine back when it was printed. I'm not sure what it was called as the cover is missing and there aren't any clues that I've found yet.
Anyway here is the article, I'm not even sure who wrote it but he mentions a number of names I am familiar with

Precision Shooter? The paper looks a little glossy for that magazine. Who was the author?
 
1911nut Try 28.5-29.0 gr IMR 4064 with 52 gr SMK and CCI BR2. 0.070” (5) shot group at 100 yards. Shooting off of wildlife seed bags for sandbags and a very cheap rabbit ear rear bag. My Taylor and Robbins 219 Donaldson Wasp looks very very similar to yours. Mine is the shorter or smaller version of the 219 Donaldson Wasp. This load was 3650 fps in my 30” barrel.

I found the best load for that rifle with 52g SMKs and IMR4320. I don’t shoot it much, I take it out once or twice a year so a friend or two can shoot it.
My brass is 1.71”. 30 American brass has been the best. It’s shot a few groups in the zeros, most are in the 1’s and 2’s
