hmmm, I guess I don't understand what pubic land means in Texas or how they manage them.

Public lands around here don't require a permit and the lands aren't "leased for me" by anyone.

Montana has more than 30 million acres of public hunting land that is free. That does not include the approximately 8 million acres of Block Management lands that are private, but available for hunting, for the cost of your signature. There are slightly more than 94 million acres in the entire state. We don't have a problem finding a place to hunt or fish.
