Looks like a gonkulator. OR some sort of tailpipe/exhaust pipe expander.

My guess was a tapping head.. Looks kind of like an armature..

I think its used for drilling/tapping. Can run at whatever speed you have set on your machine and then grab the bottom of the unit and it kind of "changes gears" to a slower speed. I have seen combo drill/tap bits that I think are used with your unit.

Screw driver attachment for a hand drill motor. Top chucks into drill and bits for Yankee ratchet drivers fit the knurled bottom, hold top forward and slow hold bottom reverse and slow or maybe viseverse.They actually worked pretty good.
