NRA Highpower Equipment Rule 3.3

Getting back into official matches this year after a 9 year hiatus. Working with 3 "new to me" guns that I believe are all ready to go. Whether I am ready to go, we shall find out soon enough. Hoping I can walk thru the official rifle rule and make sure I got it right.

3.3.1 - Service Rifle
3.3.2 - Any Rifle
3.3.3 - Match Rifle [magazine at least 5 rounds]
3.3.3.1 - Palma Rifle [308/223 iron sights]

Gun #1 is my good ole AR15 CMP gun for 3.3.1
Gun #2 is a dedicated Palma gun for 3.3.3.1
Gun #3 is a 6.5 Creedmoor "XTC" for 3.3.3

Gun #4 is a RPA Quadlock 6.5x284. Am I correct in saying that this can only be used for 3.3.2 because its a single shot?

I guess that technically the rules allow for both a Match and Any class in prone but every match announcement I've ever seen just has Any.

No, no rapids for the Quadlock, but that's where my question stems from.
To my knowledge, most if not all the fancy custom long range actions are single shots. Is that correct?

Technically, the 3.3.3.1 Palma Rifle Rule (308/223/iron sights) is a subset of 3.3.3 Match Rifle Rule.
3.3.3 specifically states at least a 5 round magazine.

Now I know for a fact that many folks have used Quadlocks [and other custom single shot actions] for dedicated 308 Palma rifles in local/regional sanctioned matches. [I can't speak for the nationals as I've never done that yet.] And if I am not mistaken, I believe that is what the Quadlock was specifically designed for, long range 308. But if I read the rule word for word, shouldn't a Quadlock be illegal because its a single shot?

And my follow up question then is, if a 308 "Single Shot" is allowed for 3.3.3.1 Palma, then by conjunction, shouldn't any "Single Shot" be allowed for 3.3.3 Match Rifle?

Seems to me that if a "single shot" 308/223 is allowed for Palma, then the Palma rule should really be a subset of 3.3.2 Any Rifle and not 3.3.3 Match Rifle.

I shoot really well with my 6.5x284 Quadlock and would like to use it when I can, but I also want to be fair & legal and have XTC and Palma guns too, so its not like I can't shoot at all. Some of these rules can get confusing...

You're overthinking it. The rules are very clear if you take them at face value.

Shoot your Quadlock in Palma class and Any Rifle class and have fun.

I see your point but I think 3.3.1 is intended to be at the same level as 3.3, not subordinate.
They just already had a 3.4 and didn't want to renumber and screw up existing references to rule numbers.
3.3.1 is definitely not indented under 3.3

I don't know what else they should have done. Maybe 3.3a would have avoided the implication of being subordinate to 3.3?

Clearly palma rifles can be single shot.
Clearly match rifles must be 5 rounds to allow for mandatory reloads.

3.3.2 is almost literally "any" rifle. It includes anything that would legally be a Service, Palma, or Match rifle, and also catches almost anything that doesn't fit in those descriptions, as long as it still follows the rules for NRA Highpower - can’t have a bipod, etc. The “Any Rifle” category only exists in prone matches, so it doesn’t apply to OTC at all. You could enter any of the rifles you mention above as an Any rifle in a prone match, or you could enter them as Palma, match, or service rifles. Your 6.5x284 quad lock is strictly an Any rifle, and doesn’t fit into any of the other categories.

I agree that the NRA numbering for Palma rifle is confusing and incorrect use of the numbering system; the Palma being under 3.3.3 implies that it is a special case of match rifle which it obviously is not (under USA NRA rules). The NRA is known for its sloppiness.

It may stem from the days when 600 yds was considered Long Range. At 600 a Palma rifle was/is legal to shoot along side Match and Service rifles.

6.5x284 isn't a palma class by cartridge.
3.3.1 U.S. Palma Rifle—
(a) A rifle with metallic sights chambered for the unmodified .308/7.62 or .223/5.56 NATO cartridge case.
(b) Any service rifle with metallic sites chambered for the unmodified .308/7.62 NATO or .223/5.56 NATO cartridge case.

In later sections 3.3.2 is used for 300m rifle and 3.3.3 is used for tactical rifle.
Those are also clearly not subsections of 3.3

This is the way things are now. But 'any rifle' explicitly allows palm rests. So there must have been at least consideration at some time of shooting 'any rifle' in 3-position or even standing only matches???

No practical significance, I'm just curious.
