OT What do I have here?

This is something that my dad had since before I was born. He never talked about it, and I inherited it when he passed. The first two pics are the same final inspection label, it's just folded in half in the cloth with a metal material of some kind on the inside. The bag has some printing on it, but it's faded. The one thing that is legible is DOD (dept. of Defense) Port Clinton Ohio.The telescope has a very fine Christmas tree looking reticle in it, but I'm unable to take a pic of it. I have a few more pics I'll attach later. Any information on this would be appreciated.

The Military used several methods of packing sensitive devices. The current stuff is craft paper with laminate plastic and the item is then heat sealed inside an envelope made of this paper, often with preservatives placed inside..

are there any markings on the optic itself?
 
The emblem on the package is an Artillery's emblem. It also says Fire Control Material on it. I would be will to bet that it is a spotting scope for a forward observer for Artillery from back in the days of Korea. The reticle would be for making adjustments to down range artillery fire that would be sent back to the gun line for them to make adjustment from.

Is there anything that might give you an idea of a manufacture? I looked around a bit on the inter web, but did not see anything close to your telescope. There has to be some info out there somewhere.
 
Oh, That is my stapling grounds. Spent my a day on St. Clair field!
Port Clinton is not the same, but super close! I do have some historical data at work that I can go through if you can get me some more info on the telescope!!!!
 
This is the only writing on the telescope. There is a black ring with a ball detent that looks like it locks into something else. I'm pretty sure it has zero magnification.

ROB is spot on. It is for FO. Used one myself at fort Sill OK. in 1966. To call in fire.

I was just out at Fort Sill a few years ago doing some UXO work with the Army. Might have gotten rid of some of your dud rounds for you! Small world.
