Powder question .... why 8 pounds?

This just me being curious why powder comes in 1 pound or 8 pound jugs generally speaking, seems like 10 pounds would have made more sense, anybody know if there’s a story or history behind that?
 
My guess is the container likely would hold 10 pounds if it was in fact filled. Leaving the air space knocks it down to 8?
 
Because more is better , err wait that’s not the question . But I love some thinking the container size has anything to do with it . I can’t for the life of me think that the manufacturer designed the container before knowing how much would fit in it . Don’t you design the container around how much product is needed to fit in it ?

good question. Why they use a container that has 50% air space will always confuse me.
 
Just my W.A.G. (Wild Ass Guess). Maybe because different powders have different volumes???? 8 lbs. of one will fill the container more than than 8 lbs. of another. This way one standard size container fits all.

Dumb question here, way back in the Obama administration, DOT wanted to reclassify smokeless powder as Explosive vs. Highly Flammable. This would increase the cost of shipping. And, unless contained in a hard packed container (such as a cartridge) it is still only "Highly Flammable" I just received an 8# jug and it had the "Explosive" sticker on it. I've received others in the past couple months that had "Highly Flammable" Did smokeless powder get reclassified without us knowing? I remember calling and writing my representative and a number of other Congress people on this and it getting quelled. What gives? Is this why powder is going through the roof?

The real kicker is how much you can store. You are limited severely, without a license, to store it.

Because in full containment, smokeless powder pressures go way up. Uncontained, like half-full containers, it blows the cap off and just burns. They aren't explosive until you put them in a fully enclosed, hard container. Think of it like if you peened a bullet into a case then set it off. The pressure would then build to explosive levels. But, that's why we've always given it space, so it more just goes "poof".

Added: This was the "common sense" way they figured to do it to appease whoever was bitching about it 20 something years ago when we went to plastic containers. As you may note there is a lot of static electricity with plastic containers pouring into plastic reloading hoppers.

A half full jug, of any size, produces a lot more static electricity than a fully filled jug where the powder can't move.
 
Back to the jug size.
Probably alot of it relates to convention and ergonomics. Such as a gallon jug is convenient to pour from, both in size and weight. Smokeless powders tend to have SGs slightly under that of water. So your 8 # of powder is analagous to your gallon jug of milk.To think government and beauracracy will develope dedicated scientific designs for anything certainly gives them far too much credit.
 
Some small containers are not even 1 pound. In some case, I think it is about price point and marketing, but than I agree with using standard containers available at good volume prices and depending on density filling to what eight it holds. Then there is the shipping class thing.

Things however have changed as I used to buy 15 and 30 pound wound paper tubs of powders when I commercially reloaded in the 70s.
