Driving is a privilege, not a Right, as I have been told in many traffic school classes. If you are running stop signs, you should lose that privilege. Having a gun is a Right, and without ammunition, it isn't a gun, but a useless piece of metal and plastic, which is a violation of our Right. If you have no criminal objectives, owning a gun and having the ammo to shoot it at your pleasure, is supposedly guaranteed by the Bill of Rights. Even if you consider the guns only for militia, you still have to have ammo to stay proficient until you are needed. It hasn't happened here, so I can't imagine how it got so far in some states, but as someone said, sitting on your ass and not voting against these violations of our Rights is probably the way.
Hope this isn't too political for the forum boss, since it really has no bearing on how the OP can get ammo in CA. Civil Disobedience can get expensive in court, but if you come out the winner, that is at least one law that will be changed.
