Horizontal spread

Can an improperly filled rear bag contribute to this? Ruling out wind, I’m trying to focus in the shooter induced variables and I’m starting to suspect my bag may not be filled enough

I doubt it unless your pushing the bag with your body but very easy to add some sand and try it. You can take the sand back out. Very interesting question as I feel gun handling is very important and much ignored especially with those who started out with a 17 1b or heavier gun at long range. However, you must consider no money to be made refining gun handling, who wans to talk about it or try for better technique.

If you did not have wind flags out I would try that before I got tired excited. That bottom 3 shot group is vertical more than horizontal, might have got those of in same condition.
 
I don't shoot rifles, well at least the ones you put against your shoulder. I do however shoot Contender pistols with barrels up to 24 inches in length. I have been shooting them for about 40 years, mostly in the back yard at my personal range. Just with the kids and grandkids nothing formal so my knowledge is VERY LIMITED & For VERY Specific situations. So please Long Range Guys don't crucify me LOL. These are just my observations form teaching the family proper technique. With a Contender pistol almost always horizontal stringing is caused by trigger pull or flinch. While vertical stringing is almost always caused by your hand grip tension and consistency of reaction to pistol during recoil. Just my 2 cents and I am by no means an expert. Will be watching closely

What is your trigger pull weight set at?
Are you shooting a thumb hole stock, rear stock hand placement can cause issues also.

I don’t have a gage to measure it but it’s very light.

Stock is a Kelbly’s KTS, no thump hole. I have been focusing on my hand position and grip pressure, trying to stay consistent and induce as little influence as possible
 
Shoulder to stock pressure. What do you do with your off hand? Are you trying to free recoil?

Light pressure, not free recoil. I try to maintain shoulder contact by lightly pinning the rifle to the post on my Farley rest. Off hand rides on my Edgewood gator bag

BTW, I’ve added more sand to the ears so I’ll see if that helps on my next trip to the range

If the bag is underfilled you should notice an effect on vertical as the bag settles while shooting. The ears are a different matter, and could grab if overfilled or have excess clearance if underfilled. Are the ears slick, or do you use something to reduce friction in order to achieve smooth recoil? That is a big deal.

Shots stringing left suggests the rifle is torqing upon firing, I suspect you notice this? Depending on your front rest, this could induce stringing. Also inconsistent recoil control is a factor in this scnerio as it factors into the degree to which torque jump affects horizontal.
 
Bag has slick ears Charlie and I also put some low friction LDPE tape on the stock to assist in its tracking. After a bit of trial and error I’ve found the best position for me to control recoil is to be almost straight behind the rifle
