I believe I have read in the regulations that inspite of the Wed___Sat day limits and the seasonal limits that they can be killed in the face of immediate depredation of crops or threat of injury to livestock or other animals.
The other side of the coin is that there are probably few who would choose to enforce most of the crow regs unless there has been a formal complaint.
The crow "seasons" as a migratory bird came about AS some rider on a bill with Mexico. Go figure.
