2018 NRA highpower rule changes?

I don't know when the new rule changes will be posted the NRA web site but some changes we advisory rules which will make match directors job more flexible. Convertible sighters was defined and as always is optional for thematic director. Special range operations in the back of the book defined how a match may be conducted. i.e.: string fire, infiltration and two shooters on the firing point. These are optional once again for thematic director. The last one I remember is adjustment to the NRA distinguished program. It basically changed to what was requested in the competitors meetings at Camp Atterbury. Regional and State Championships wlll take the Grand Aggregate scores to award steps. Nationals will remain the same, 800 aggregate in most cases.

Rule 3.4(a)(1) F-Open Rifle. This rule adds the sentence at the end "or which even slightly raises with the straight vertical lifting of the rifle from its rest(s)." There was another motion which further defined this sentence but the geist of it remains the same.

Rule 3.4.1(a)(8) was deleted and a new (8) added. The contents of the front and rear bags will be a dry, finely divided (less than 5mm(0.19") granular substance such as, but not limited to, sand, gravel or grain, packed loosely enough so that the bag will be vsibiiy deformable by pressure of the range officer's fingers.

In the tactical rifle section 23 the power of the scope allowed was changed from 12x to "not to exceed 15x."

Currently AR Tactical is section 23 and the limit is 12x
Typo(s) or entirely different thing?
I'll wager they are addressing one of the identified limitations that most of the manufacturers high quality mid range magnification scopes are all over 12x.

Something like that, for sure.
3-15 market looks like a contest of who can put more crap on the reticle.

Still not much at 15x if you want a target scope. Maybe worse than 12.
 
Looks like maybe they are attempting to deal with a hand full of open rifles that are looking more like rail guns than open guns.

Has been an issue for awhile, front bags with sides that "trap" the stock, when it takes two people to insert the rifle into the rest there's a problem.

Is that 3-15x a change they are making for 18' for AR-Tactical?
 
We shot high 190's/clean targets with 12x tactical and hunting (coyote special on my R-25, .243) scopes now. Do you really need a $2000.00 15x on the high power target? There are fine 12x target scopes available now if one wants for under $600.00.
 
We've had the same results on scores and yote hunting as well, same with even the 4x SV rifles with a 4X with bipods or backpacks. I agree a 2K scope on an AR and 15X isn't exactly in the "spirit" of a entry class (provisional of course. However, I do think there are a lot of more reasonably priced 14X scopes with more and better reticle choices (not as as busy for the NRA Game) - especially for new shooters. My main interest is as a Match Director and what limits we've got to deal with this season. Its becoming a good entry point for new shooters moving from non competitors into mid-range. We added a 5 or 6 new shooters last season and are already drawing more in our pre-season fun matches. Many from last season are already moving to F/TR or to SV Rifle. Thanks for the info
 
There will be an etarget rules update but not until after the May board meeting.
