I'm interested to see what this turns out to be, but I'm going to toss a guess out there that it's for measuring the chamber size/length of a shotgun of appropriate gauge.

That is my guess as well. I really would like to find out the name or what it is called.

It is a shotgun chamber length gauge.. You put it in the chamber and read the exposed number. From the markings I would say it is for 12 bore guns
