gas gun smith

Anyone know of a gunsmith who works on gas guns? My brother has a Rem R-15 that is a friggin jam fest. I know NOTHING about them and he had brought it over to a guy who said that all it needed was a cleaning. Still a jamfest. Seems like the main spring just doesn't have much "springyness" left. And yes...that is an industry term (just not the gun industry).
Prefer a face to face with someone up in North Dakota or NW MN.
