That's the classic "bullseye" rash. He should do well with early treatment. My rash was atypical, but I found a pic of one like mine and recalled the tick looked different and was really attached.

Back to pidgeons, the Amish kids are catching/trapping them and get around $5 a peice for them at the local auction. Not bad money for a flying rat.
