Commercial companies usually have the required paperwork , after all it's there business .On McMillan's page, they ask for Country for shipping. Indicating to me at least that a stock can be shipped foreign.

My definition is irrelevant, the US State Departments is what matters, I can tell you that I know more than one reputable stock maker who made the mistake of thinking "it's just a piece of wood" and learned the hard way that the government didn't define it as such.Ok, define 'component part of a firearm' for us please.
You based your definition on something, so hardly irrelevant. Getting a DOS form 5 is not that hard if you want one.My definition is irrelevant, the US State Departments is what matters, I can tell you that I know more than one reputable stock maker who made the mistake of thinking "it's just a piece of wood" and learned the hard way that the government didn't define it as such.
Based on my dealings with the DDTC, the quotation in my original response was not my opinion but the actual quote from agent whom I spoke withYou based your definition on something, so hardly irrelevant. Getting a DOS form 5 is not that hard if you want one.
I don't think many understand what your talking about. lol LarryI'm guessing that this will fall under ITAR since you'd be exporting a firearm part to another country.
Rifle Stock Export Shipping Information
When ordering rifle stocks for shipment out of the U.S. as an individual customer you will need to add the following statement to the purchase order on final checkout before selecting Process Order. Add this statement only if you are a non Canadian purchaser and an Import Certificate is not required by your Government:
"I the above referenced purchaser, by my action of placing this purchase order with Aftermarket Innovations, Certify that I have complied with the import regulations of the government of my Country and that an Import Certificate is not required for me to import the items listed above and that they are for personal use on a civil use sporting firearm and that I will not divert, transship or re-export the items described herein without the prior approval of my Government."
For dealers or reseller:
"I the above referenced purchaser, by my action of placing this purchase order with Aftermarket Innovations, Certify that the above items are for commercial resale for personal use on a sporting firearm and that I have complied with the import regulations of the government of my Country regarding the import and resale of the items listed above and that an Import Certificate is not required for me to import them. I will not divert, transship or re-export the items described herein without the prior approval of my Government."
Note: Once you have received a copy of the order in your email you will need to print it out and both print and sign your name on it. You with then need to either scan or take a digital picture of the copy (with your signature included) and email the signed copy to us. You can attach it as .jpg or a Word or .pdf document.
If an order is placed without the Statement and Signature on the order we will be unable to obtain an Export License from the DDTC to ship the stock to you until we have received it.
This is the latest requirement made by the DDTC in order to obtain an Export License to be issued to us by the U.S. State Department to allow shipment of the rifle stocks to you.
In addition you will need to check with your Country's regulations to determine if an Import Certificate is required if it is not one of the Countries listed below.
From the information we have obtained from the U.S. DDTC an International Import Certificate is not required for us to export stocks to the Countries listed below if all of the above requirements are followed. We will be adding to the list as we find out which other Countries from which the DDTC does require the Import Certificate be issued.
Australia, Finland, Germany, Iceland, New Zealand, Norway, Slovenia, South Africa, Sweden, and United Kingdom.
"I the above referenced purchaser, by my action of placing this purchase order with Aftermarket Innovations, Certify that I am a Canadian Registered Person and that I have complied with the import regulations of Canada and that an Import Certificate is not required for me to import the items listed above and that they are for personal use on a civil use sporting firearm and that I will not divert, transship or re-export the items described herein without the prior approval of my Government. This purchase is for a non SME part and complies with SCA Canadian ITAR Exemption. USC 22CFR 126.5(b) Applicable."
*Canadian Customers who are not a Canadian Registered Person can go to the link below to register:
https://www.excol-ceed.gc.ca/Main-P..._DeclarationRenseignementsPersonel.aspx?t=IIC
Once there read the page then click ACCEPT at the bottom of the page. Fill in the form and email it to the Government. Once you receive the IIC back you can send it to us as an attachment to us for our files. Previous customers have reported that there is no charge and it only takes 3-4 days to receive your IIC back.
an "import certificate" is not the same thing as an "export license" one is issued by the foreign country the other by the DDTC (and is still required), an individual would use a licensed export agent (registered with the State Department) to handle the paperwork, you (or the buyer) pay the feesthis is a little confusing to me. Does this mean a person/ company doesnt need the $2000.00 itar license to export to the countries listed?
Your replays echo my own apprehensions. I'll try and get the answer from either a Customs or ATF direct.
I'd like to help him out if possible, nice guy,
Thanks for voicing your thoughts and opinions.
Plus 1. LarryThis references a foreign individual or reseller purchasing a stock from a company in the US. I don't see anything that says an individual can just mail gunstocks wherever he pleases. This is two totally different situations. A business licensed to export and an individual that is not.
I'd send it to dick and let him export it.

If I'm Dick, then realize I only enforced these laws, not worked with them as an exporter. The ATF statement is absolutely correct BTW. A stock in not covered by ATF unless it is attached to the firing mechanism.Thats what i thought Thanks
whose Dick? that may be the atf definition but a stock is also a firearm part according to itar.If I'm Dick, then realize I only enforced these laws, not worked with them as an exporter.
