Absolutely there is. Fluting helps grind up/remove material from the bolt surface allowing for freer operation and less bind

Yes, I can do that style of fluting on your savage bolt.

Mostly though, its purely for looks.
When did you EVER see a BAT or BORDEN benchrest rifle that had trash on the bolt?
Guys (and Gals) like the look.
It might reduce surface to surface contact BUT.... in a repeater action, you can get ratcheting effect between the rounds in the magazine and the fluting on the bolt.
