Info on AR lower purchase laws?

Don't know for sure if this is the proper forum for this question but will ask here. I live about 400yds on the SD side of the SD/ND state line. The Runnings Farm/Fleet store 25 miles west from me on the ND side started selling firearms a little over a year ago. They sell a couple stripped lowers and IIRC also complete lowers, no uppers. Anyway shortly after they started firearms sales they had an Anderson stripped lower for $49.95. I know they aren't real high rated but was willing to give one a try for a Grant. Employee said they couldn't sell it to me direct as AR lowers followed same rules as handguns for out of state sales? My local FFL has since passed away about 3 months ago but he stated he knew nothing about this law? So just out of curiosity I have to know, is this a Federal Law? ND state law? Chain store Law? or just a misinformed salesman? He wanted to sell it to me then mail it to my FFL on SD side. Told him paying for shipping and a transfer fee wouldn't be a very bright move on my part when my FFL could just order one for same price!

So would sure appreciate a clarification on this and Thanks in advance.

Its my understanding that an FFL can only sell to residents of their state or to other FFLs in other states. Its federal.
 
There are some states that have Reciprocity. As a New York resident, I can purchase long arms in PA and PA residents can do the same in New York (Not New York City though). Check with a local dealer.

As a SD resident I can purchase long guns from MT, ND, WY, and NE in FTF transactions. Internet sales of course have to go through FFL.. MN will not sell to SD residents and I believe they and SD do not reciprocate? Not sure about IA This apparently applies to AR's and AR lowers? According to this salesman AR's do not fall into same category as other long guns?
 
Thank you very much Sir for that link! That clears it up really well. Did not know that and why they would be handled differently than a long gun but now I do.

Makes acquiring a stripped lower if I so chose a pain as currently nearest FFL to me is 45 miles and not sure if he does transfers anymore. Next is someone in the Black Hills which is 175-200 depending on whom might have what I am looking for. Living middle of nowhere has its benefits but also many drawbacks!
 
I went through this exact scenario as a SD resident trying to buy a lower in Dickinson ND. The lower can be built into a "handgun" so no go. You can purchase an AR rifle configured as a long gun though.
