Then I'll keep my S&B "JUNK" BRASS that shoots those 199 - 13's , thank you .Winchester never made 7.62x54r brass. It is made by S&B junk brass.
Biggest problem with Win brass is inconsistency in weight/capacity. As noted, it is packaged in bags and its often found with bent necks that have to be straightened prior to reloading. If sorted it is good brass. The best? Probably not but it shoots. No matter what you're told about this bag of brass, it's a guess at best. Just prep it, reload it, and shoot it.
I've been reloading Winchester and Remington cases for a very long time. I could never tell the difference in performance between the two or in different lots over the years but I not a benchrest shooter.
However, it was rare that I purchased a bag of 100 Winchester cases that a least 4 or more didn't have manufacturing defects, i.e., cold laps in the shoulder area, split necks, split shoulders all unusable. After culling the defective cases, the remaining cases performed well enough, and I often got 15 to 18 reloads without annealing.
