Wilson arbor sizer die blanks

How do you make the sizer die blank unique to your cartridge case? In my mind a person would use the same chambering reamer to make the blank the same as the rifle chamber and use the neck bushings to resize the necks to meet your specific chamber dimensions - am I wrong?
How many times could just size the necks as the body of the case would not expand enough due to the size of the chamber/reamer cut.

When you buy a chamber reamer, you buy a resize reamer at the same time. The resize reamer is slightly smaller throughout the body than the chamber reamer, but they work as a matched pair to size the body of the brass the absolute minimum amount. This is the best way in conjunction with regular annealing to extend the life of your brass.
