Who modifies dies?

I have a Whidden 284 Shehane full length bushing die. The Whidden dies only size about 60% of the neck, while redding or Harrell's bushing dies seem to get almost 90% of the neck. The pressure ring of the bullet is going below the sized portion of the neck and I'd like the die to size more of the neck. Looks like the bushing pocket just needs to be deepened. I don't know if it will have to be ground or if carbide tooling will cut it.
 
Well, I didnt get to talk to John, but the fella on the line said they could check to see if anythings wrong. I know nothings wrong, it just his design, I have another one of his dies and its the same way but does not create an issue for that cambering.
 
If you know someone with a lathe and carbide or ceramic boring bar,it would be easy.
