Where to get oversize expander mandrel?

I am looking for a slightly oversize expander mandrel for .284 to fit my Sinclair Gen 2 expander die. I want one to expand my neck OD to .311 after neck turning. Sinclair does not over sizes. Any idea where to get one?

Sinclair does have an oversize mandrel (7mm/284):
749-001-176WB

But I guess you'd have to call to find out if it meets your .311 standard.

They are only making them once a year. It's too cost prohibited to stop the machines, and set it up for a single mandrel.

Thanks everyone. I found a guy locally that will turn a Sinclair .30 down to the diameter I want for 10 bucks. So my solution is to buy a .30 from sinclair and then have it machined down to the diameter I want. I was a bit dismayed at my first 5 calls. They all wanted a "minimum order" or a lot of money. Issue solved I hope.
