Where is the donut?

Hey all, i am wondering where the donut of the case forms if one does form. I know it is near the neck/shoulder junction of the case. Does it start below the base of the neck?

an established donut is VERY HARD! an internal reamer will get it out and using the wilson reamer, one may have to really twist to get it out. i once tried to seat a bullet thru the donut to see if i could 'iron" it out...the donut compressed the bullet jacket! apparently no harm if the bullet base stays above the donut.
