When to nk turn?

When going in 2 steps from .30 to 7mm to 6mm.
Should I aim for about .013 @ 7mm or wait til final 6mm for a
final .015 nk thickness?
I'm getting mixed results at the mid step but do not have a 6mm
mandrel.
Could it be that I'm using a bushing die to go to 6mm versus a
regular FL with expander that worked before?

It's really hard to neck down with a bushing die, a full length die is your best bet...
