What twist/caliber gas gun

I’m considering getting an Ar of some time for target/fun/hunting. I would say the furthest it will ever be shot is 300-350 yards. Something to punch small holes with friends or the occasional coyote. I currently have a 16in Wilson combat with an Acog but would like to add one more rifle to the collection that is more target oriented. Honestly am looking for something relatively accurate, “cheap”to shoot. I’m guessing a 223 with 18-24in barrel 8 9 or 10 twist barrel. Magpul prs stock and nice trigger. Does anyone have any guidance on what they would do on the upper.

I think you want to first decide on which bullet/bullets you want to use. That will help decide the best twist rate.
For 350 yards, I'd go with a bullet with a reasonable BC - e.g., SMK 69's. A 1:9 will shoot 69 SMK well.

A consideration is to keep the rpm's of the fired bullets below 270K per second.
Bullet RPM = MV [fps] X 720/Twist rate

I have enjoyed an upper I built with a LaRue barrel in 5.56 / 223 with Wylde chamber in 1:8 twist rate, 18" length. I think the 1:8 Wylde combo is quite versatile, and accurate in general. It's not too costly, shoots anything from 40 grain to 77 grain very well, from the magazine, and it's accurate. Depending on the budget, there's a ton of options, but I really like mine. It's still light enough to take on the range for coyotes, but accurate enough for bench work out to 300-350 yards. YMMV

White Oak Armament is well respected in the service rifle world and worth a look. They offer varmint uppers but I have no experience with them. My three barrels are/were 1-7 or 1-8 20in service rifle uppers and have shot way better than I can hold them. I had no problems shooting 53-80gr bullets.

A 16" barrel can do just fine at 350 yards. I'd second White Oak Armament for another barrel; however, as we all get that AR bug at some point.

A 1-8 will do anything mag-fed for twist rate.

I’d go with an 8 twist and a Wylde chamber. And your choice of a 223 is a good one. Lots of bullet choices, plenty of brass and powders. Hopefully the OP has primers already. Get the best barrel you can.

I have 1000 cci 400s I can’t use in my match gun that I planned on using

I ended up buying a Bushmaster predator, I read great things on them. Also it came with a upgraded Magpul prs stock and really nice trigger.

Planned on shooting 69g bullets over cci 400s with IRM 4895. Anyone have luck with that?

Sure, IMR 4895 and 69s have been around for a long time. Careful work-ups will find you a good load. I'm sure you'll receive a million responses of others saying no, and try this, or that; or some of us who just share our loads too, but 4985 and 69s work fine, may not be "ideal" but for an AR; doubt you'll notice.

Good luck and show us the targets!
