what is classified an oversize barrel

My question is, is it worthwhile to continue using an oversized bore barrel for f class. Using the reamer pilots as a guide the barrel measures .2785" in a 7mm barrel. Not .277. Is a thou going to make much difference at the target. Barrel has been run in 15 rounds and it won't group in any shape or form, shoots like a shot gun while I'm feeding it a known load and Hybrid projectile.

Sounds like you've already answered your own question. Particularly if the barrel is tight at the chamber end and loose at the muzzle.
 
In my personal experience, both have been oversized by the same amount. Perhaps one day I'll find a couple of barrels that are fairly new where one has an oversized groove but standard bore and another exactly opposite for testing purposes.

Meanwhile, I'm operating off the idea that either condition is detrimental to fine accuracy. Particularly if the muzzle end is larger than the chamber end. Then there's the difference in bullet diameter between lots/manufacturers. It's a rabbit hole, like many other things.
 
I would slug it first. That will tell you more.
I highly doubt that the groove diameter is a thou and a half oversized, but you never know until you check.
